filesets: Safely invoke `shell-command*' functions

* lisp/filesets.el:
(filesets-select-command, filesets-quote): Remove unused functions.
(filesets-external-viewers): Remove old comments.
(filesets-which-command, filesets-get-quoted-selection)
(filesets-spawn-external-viewer): Use `shell-quote-argument'.  (Bug#61709)
